Manifesto and Declaration of the China Democracy Party European Committee (CDPEC)
1.
Preamble
We are
Chinese democrats based in Europe, united by the conviction that the future of
China must be built upon the foundations of freedom, human rights, rule of law,
and democracy. In the face of political repression, censorship, and judicial
injustice in today’s China, we raise a clear and firm voice: to promote a
peaceful, rational, and lawful political transformation toward a free,
democratic, federal, and constitutional China.
To this
end, we hereby establish the China Democracy Party European Committee
("the Committee") to unite democratic forces globally and work toward
fundamental political reform in China.
2. Our Mission
- Promote Democratic Transition
in China
End one-party rule and establish a democratic system with multi-party competition, popular elections, separation of powers, and constitutional governance. - Defend Fundamental Rights and
Freedoms
Oppose all forms of political persecution, censorship, and repression. Uphold freedom of speech, belief, association, assembly, publication, and protest. - Build a Federal Republic
Advocate for local autonomy and ethnic equality. Promote the establishment of a federal republic to eliminate the harms of central authoritarian control. - Pursue Peaceful and Rational
Reform
Reject violence and extremism. Support non-violent civil resistance and legal reform for peaceful democratic change. - Safeguard Social Justice and
Economic Fairness
Promote a transparent and just economic system that protects private property rights and ensures fair opportunity for all. - Engage with the International
Democratic Community
Cooperate with governments, parliaments, human rights groups, and civil society organizations to support China’s democratic development.
3. Our Core Principles
- End One-Party Rule, Establish
Multi-Party Democracy
Introduce free and fair elections with equal political participation for all citizens and parties. - Draft and Implement a
Democratic Constitution
A constitution drafted by a popularly elected constituent assembly to guarantee civil rights and limit government powers. - Ensure Judicial Independence
and the Rule of Law
Guarantee legal equality and an independent judiciary free from political interference. - Face the Past, Reflect on
Tyranny, Seek Justice
Establish a “Truth and Justice Commission” to investigate past abuses, open state archives, and hold perpetrators accountable. - Protect Minority Rights and
Cultural Diversity
Respect freedom of religion, gender equality, minority cultures, and ensure lawful autonomy for regions such as Tibet and Xinjiang. - Promote Transparent Governance
and Anti-Corruption Mechanisms
Implement open government practices, establish independent anti-corruption bodies, and prevent abuse of power.
4. Our Path Forward
- Set up liaison offices across
Europe to unite overseas Chinese democrats;
- Support human rights defenders
and dissenters in China by providing information and international
solidarity;
- Submit petitions and policy
proposals to European governments and the EU to apply pressure on the Chinese
regime;
- Organize conferences,
exhibitions, hearings, and public events to raise awareness of China’s
democratic movement;
- Create secure communication
platforms to facilitate collaboration between domestic and overseas
activists.
5. Our
Commitment
We are part
of the Chinese people. Our struggle is not driven by hatred or revenge, but by
the pursuit of freedom, justice, dignity, and reconciliation. We believe
the Chinese people have the wisdom and strength to walk out of authoritarianism
and build a country that truly belongs to its citizens.
We are the
spark that keeps the flame of democracy alive—no matter how long or difficult
the road ahead, we will never give up.
We do
not represent the failures of the past, but the hope of the future.
A
democratic China is inevitable—and we will fight for it.
